NYC DOB LL84 requires energy benchmarking for buildings over 25,000 square feet to be filed yearly. This is a mandatory DOB requirement with a $300 per year penalty accumulating every year for not filing. Energy benchmarking allows building owners to see their energy usage performance on a scale of 0 to 100 on how that building performs against other buildings of the same type and usage. Your building's energy usage by fuel type and building parameters are input to the program to yield your score. This is a way of seeing how badly your building needs an energy tune up. NYC DOB LL87 requires buildings over 50,000 square feet to have a minimum DOE level II energy audit with a comprehensive energy retro-commissioning report every ten years. To know when your building is due look at your lot and block number. The last number of your block number is the last number of the year it is due. For example a block number ending in a 4 is due by 12/31/2014. This energy usage report allows the building owner to know how efficiently energy is being used in their facility as well as recommendations as to how to improve energy usage with energy retrofit projects and what those projects will cost and save in the years to come. It also logs the energy using equipment and provides a breakout of energy usage for the different ways energy is used in a facility (such as lighting, heating, air conditioning, water heating, etc.). The report should also make the building owner aware of codes and requirements for heating and lighting for particular applications. The retro-commissioning report is the required tune up of existing equipment. Items that are examined follow. Light fixtures are checked for proper light levels and reflector cleanliness. HVAC equipment is checked for proper: control operation, economizer operation, filter cleanliness, evaporator coil and condenser coil condition, motor and fan bearing and belt condition, etc. Boilers are efficiency tested and their associated controls and schedules are checked. Steam traps are checked. Insulation is checked on heating pipes and domestic hot water pipes. If any of these items are defective they have to be repaired or replaced. The deficiencies have to be noted, repaired and documented. Both reports written and NYC DOB electronic spreadsheet data entry format are part of meeting the LL87 requirement. The written report must be kept by the building owner for ten years.
